Supporting global pandemic preparedness through value-based care Recommendations to G20 Joint Finance & Health Task Force

Overview

In this report to the G20 Joint Finance & Health Task Force, the Global Innovation Hub for Improving Value in Health applied a value-based care framework to the topic of pandemic preparedness and response (PPR). The paper analyzed recommendations from expert institutions and governments through the lens of value-based care, identifying recommendations to contain costs and improve outcomes. This paper will be of interest to policymakers, multilateral institutions and civil society entities.

The COVID-19 pandemic created global impetus to invest in PPR and prompted significant research activity among global health bodies. In the aftermath of the COVID-19 pandemic, it was now crucial that health systems are strengthened through national policies that focus on improving health experiences and outcomes that matter most to patients and citizens. High-value health systems will be enabled by strengthening arrangements for health financing, better measuring health system performance, testing and scaling innovative procurement and payment models, investing in digital health, and developing workforce and capacity. National and global policymakers are advised to employ the principles and essential elements of value-based care to guide future PPR investments and activities.
